Ohio’s strategic location and pro-business climate bring together a full range of benefits that align with the financial needs of growing businesses.

166 Direct Loan

Provides loans for land and building acquisition, expansion or renovation, and equipment purchase. The 166 Direct Loan may finance up to 50% of allowable project costs with loans ranging in size from $500,000 to $1,500,000.

7 (a) Loan Program

The 7(a) Loan Program includes financial help for businesses with special requirements. For example, funds are available for loans to businesses that handle exports to foreign countries, businesses that operate in rural areas, and for other very specific purposes.

Certified Development Company (504) Loan Program

The CDC/504 loan program is a long-term financing tool, designed to encourage economic development within a community.

Clean Ohio Fund - Brownfield Revitalization

Once a site has been designated a brownfield, the Clean Ohio Revitalization or Assistance Fund can provide grant money for various activities, including Asbestos Surveys, Phase II Environmental Assessments, demolition, removal of contaminated soil and groundwater, and a host of other remediation strategies.

Innovation Ohio Loan Fund Program

Provides loans for acquisition, construction, and related costs of technology, facilities, and equipment purchase. The IOF Loan may finance up to 75% of allowable project costs with loans ranging in size from $500,000 to $1,500,000.

Manufacturing Machinery and Equipment Investment Grant

An incentive mechanism to companies investing in manufacturing equipment. The M&E Investment Grant applies to manufacturers that purchase qualified new or retooled machinery and equipment that the manufacturer uses in manufacturing.

Micro Loan Program

The Microloan Program provides small, short-term loans to small business concerns and certain types of not-for-profit child-care centers. The maximum loan amount is $50,000, but the average microloan is about $13,000.

Ohio Air Quality Development Business Assistance

OAQDA provides financing for new air quality facilities for all types of Ohio businesses, ranging from small, family-owned shops to multi-million-dollar manufacturing plants.

Ohio Enterprise Bond Fund

Provides financial assistance for allowable costs of eligible projects in the State of Ohio. The OEBF Loan may finance up to 90% of allowable project costs with loans ranging in size from $2,000,000 to $10,000,000.

Regional 166 Direct Loan

Provides financial assistance for allowable costs of eligible projects in the State of Ohio. The Regional 166 Direct Loan may finance up to 40% of allowable project costs with loans up to $350,000.

Research and Development Investment Loan

Promote economic development, business expansion and job creation by encouraging private-sector Research and Development investments. The R&D Fund can finance up to 50 percent of a project’s allowable costs, with loans ranging in size from $1.0 to $5 million.

RLF Erie Basin Resource Conservation & Development Application

Funding can be used for real estate, construction of buildings, on-site improvements, equipment and is tied to job creation or retention.

RLF Huron County Requirements / Application

RLF Monroeville Requirements / Application

Funding can be used for real estate, construction of buildings, on-site improvements, equipment and is tied to job creation or retention.

RLF New London Requirement / Application

Funding can be used for real estate, construction of buildings, on-site improvements, equipment and is tied to job creation or retention.

RLF Norwalk Requirement / Application

Funding can be used for real estate, construction of buildings, on-site improvements, equipment and is tied to job creation or retention.

Roadwork Development (629) Account

These grant funds are available for public roadway improvements, including engineering and design costs. This fund is available for projects primarily involving manufacturing, research and development, high technology, corporate headquarters, and distribution activity.

USDA Rural Development

USDA works with private sector and community-based organizations to provide financial assistance and business planning in rural areas to create or preserve quality jobs and promote a clean rural environment in under-served areas.

Venture Capital

Venture capital is a type of equity financing that addresses the funding needs of entrepreneurial companies that for reasons of size, assets, and stage of development cannot seek capital from more traditional sources, such as public markets and banks. 

Volume Cap Program

The Volume Cap is a federally authorized program which allows the state to allocate tax-exempt private activity bond authority to various projects throughout the state.

WSOS - Microenterprise Loan Program

This loan fund is targeted to new and existing small businesses with five or fewer employees. The goal of the program is to create jobs for low-moderate income individuals.

WSOS - Targeted Business Loan Fund

The TBLF is designed for new and existing businesses with 50 or fewer employees that need small loans. Priority projects will include the following: complying with environmental regulations through installation of new equipment; environmentally sensitive projects involving energy-saving manufacturing processes, use or manufacture of recycled materials, or development of new and emerging environmentally enhancing products; production of agriculturally based products; and smaller micro-business with potential to provide a new service or product.
